Two main versions of the “new paradigm” are considered in the article of a business-cycle scholar Victor Zarnowitz whose vision has attracted many Americans lately. In his publications he pointed out to the most essential factor influencing the dynamics of the business cycles: downsizing, technology, and inventory control, growth of services, deregulation, better government, and globalisation. One stays that the country’s long-term growth rate has been shifted upwards. The other stays that the old traditional pattern of boom and bust has disappeared. The current American expansion apparently makes both claims plausible. Those two paradigms should be observed altogether. That most certainly would take intelligent Government policy, economic process sophistication, and some promising luck - all of which the U.S. economy has enjoyed in recent months. Both business and Government (working in rare tandem) have shown that the economy has an increasing ability to keep rising. Several economy theory specialists call the seeming recovery “the managed expansion”.

The Federal Reserve Board, in its Government’s campaign against the cycle, has sacrificed a portion of its independence, now attributes its policies more closely related with the Administration. The average credit interest rate on business loans is kept at the most reasonable level.

Introduction

In the present day the companies supplying the products to their clients become more aware of the competitive advantages given by the fast and accurate operations. Procurement or delivery of the products being made with help of specialized computerized software becomes the cutting edge of such process. The most advance technologies are developed by the company SAP providing the most advance solutions for a diverse variety of organizations worldwide. In the present paper I would like to give some ideas on how the supply chain management was boosted to the highest levels of performance after the proper strategic decisions being made at the two largest companies providing personal care products: Colgate-Palmolive and Procter & Gamble.

Colgate-Palmolive Company (based in New York) is a leading company providing consumer products globally. It sells such brands as Colgate, Softsoap, Palmolive, Irish Spring, Mennen, Hill’s Science Diet, and Hill’s Prescription Diet in the territory covered by more than 200 countries. Many products move through their warehouses, and Colgate has been managing these distribution centers with SAP software for many years. The focus was made on functionality tackling task and resource management. The company implemented the SAP software to enable faster turnaround of higher volumes through their supply chain to the end customer they are dealing with.

While utilizing the SAP warehouse management software (as a part of the Business Suite application) the company is able to automatically manage warehouse tasks and the resources, multiple users and numerous equipments which are essential to perform those assignments. The software estimates current workload and the physical locality of resources to continuously find an optimal sequence in which tasks are processed assuring that each step is made at the right time and the best resource is used for completing the job.

Transparency of operations enables the warehouse supervisors and planners to override sequences if the priorities of delivery are changed.

Colgate launched the solution at high-volume distribution centers located in Latin America. The SAP Supply Chain Management software initiates the transfer orders for materials, indicating start and end points. The functionality caring about the task and resource management then breaks the transfer order into certain optimized processes. When a truck pulls into the distribution center and backs up to the warehouse dock, the workers are ready for unloading after having been electronically assigned the task through the terminals mounted to their equipment and communicating over the radio frequency (RF) network to the SAP SCM software.

Brian Madel, a Senior Supply Chain Manager at Colgate-Palmolive Company, makes an assertion that they have increased volumes for pallet and case picking throughout their warehouses. They have streamlined their put-away and picking processes and now they utilize equipment more efficiently. According to his words, they have improved inventory accuracy to greater than 99 per cent.

The process of continuous restocking inventory is fully automated. They’ve also accelerated the outbound shipments. The tasks are always automatically assigned to multiple employees working with different parts of equipment in different parts of the warehouse. In such a matter they all pick simultaneously for the same delivery.

Part 2: Needs Assessment

The time frame of the planned social welfare programme could not be precisely framed. The phase of social planning would probably become ongoing while Community Development was being initiated and launched. Likewise, the phase of the service development may begin during the continuation of the phase of community development.

The required resources

During the phase of social planning each of the 8 agencies and 2 Government Departments, participating in the process, formed the core group consisting of the official representatives along with the local social work staff of the TPA community services — totally 30 persons.

Each working group agreed to assume their own expenses and provide specialist input, while the TPA in Witbank agreed to provide the secretarial, coordinative, planning and follow-up meetings. Twelve social employees were already doing community service, 10 more were selected and hired. The emphasis was made on those workers who were familiar with the local region, various cultural groups, and were fluent in native languages.

The following approach was selected:

  1. The social workers were to be employed by the TPA and were supposed to receive their salaries from the TPA. The Community profile and needs assessment should be undertaken as a priority and as an integral part of official duties assumed;
  2. The TPA would be a supplier of vehicles and offices;
  3. The specialist agencies were responsible for professional supervision and in service training of the social employees.

The Community profile and needs assessment was supposed to get a priority and to be carried out during the normal hours of employment and while social workers were visiting the concerned communities. Thus, the cost were minimized and limited to training, where travel and accommodation was paid by the TPA.

Planning

Phase I: TPA Eastern Transvaal developed a concept document of agreement between the TPA and the attracted agencies. All agreements were supposed to be concluded before July 1991.

  1. A general concept service contract for the social employees was to be drawn up by the TPA regional office and then handed over to the concerned agencies before July 1991;
  2. Every document was as subject to receiving a prior approval and procedural clearance before commencing the assessment of needs. All other remaining posts would be filled somewhat later at the stage of the program implementation.

Training: A proper training program was developed to provide the specialist employees with an input from the various agencies. The group of 22 social workers assembled at a venue in Johannesburg for 6 consecutive days, and additional specific training in community development was also provided.

Not counting the specialist input, all social welfare staff was employed to become an integral part of the entire social welfare program, starting with the community profile and assessment of needs.

Based on the needs/priorities there were identified some social work posts which actually were allocated to the agencies — who then proceeded further to provide specialized training to enable the employees to properly and diligently address the problems with the community. Only one social work position per 20 000 people was decided upon positively.

Hispanic American Diversity

Hispanic Americans or simply Hispanics are denotation for one of the largest ethnic minority groups living in the U.S and having common Hispanic heritage. Hispanic heritage means that people belonging to this group are connected with Spanish culture and language. In our paper we will also use the term Latino with respect to emigrants from Latin America.

A large portion of their representatives (about 70%) are settled in 4 states: Texas, Florida, California and New York. According to the U.S. Census Bureau “in 2002 there were 37,4 million Latinos in the civilian noninstitutional population of the United States representing 13,3 percent of the total” (Ramirez, 2003). Statistics shows that two-thirds of them (or 66,9 percent) are of Mexican origin, 14,3 percent are Central and South American, 8,6 come from Puerto Rico and 3,7 percent are Cuban. The remaining 6,5 percent had other origins.

In our research we are going to find out main differences and commonalities among Hispanics. For this purpose four Hispanic groups were chosen: Mexican, Puerto Rican, Cuban, and Dominican.

Sherman Antitrust Act

A large number of consumers have never heard of antitrust legislation. It is noticeable that when such laws are responsibly and effectively enforced, it can help save consumers millions and, even more, billions of dollars by protecting them from illegal charges over the acceptable market level. Almost every state has its antitrust law, and the federal government has it as well. In essence, all these laws enable consumers to enjoy the benefits of competition. That law also protects the consumers from high prices for low quality services and products.

This Act is an expression of American national commitment to a free market economy which should protect from restraints in domestic and foreign trade operations.

The Sherman Act considers as a crime any attempts to monopolize any part of interstate commerce. When only one company has obtained the power over the market, not only due to the superior products or services offered, and suppresses the competition with anticompetitive conduct, it is called an unlawful monopoly. Under certain circumstances, the competition is considered to be working properly and The Act is not violated when the vigorous competition and the lower prices take the market share from the less efficient competitors.

Historically, the Sherman Antitrust Act was passed by the Congress on July 2, 1890 as a response to the process of forming trusts and it prohibited “illegal” monopolies which have been using their power to squelch competition. Among the illegal competitive techniques were: buying out competitors, forcing customers to conclude undesired long-term contracts, forcing customers to purchase the unwanted products in order to receive other products.

Sherman Antitrust Act includes 8 articles:

  1. Trusts, etc., in restraint of trade illegal; penalty;
  2. Monopolizing trade a felony; penalty;
  3. Trusts in Territories or District of Columbia illegal; combination a felony;
  4. Jurisdiction of courts; duty of United States attorneys; procedure;
  5. Bringing in additional parties;
  6. Forfeiture of property in transit;
  7. (Foreign Trade Antitrust Improvements Act of 1982) Conduct involving trade or commerce with foreign nations;
  8. “Person” or “persons” defined.

In the early 1900s, Congress undertook measures to break up two largest monopolies with help of the act — the American Tobacco Co and the Standard Oil Co.
